The fringe is pulled. This was acquired from the estate of someone who owned a clothing manufacturer or was a retailer it is one of a number of sample scarves that were in the estate, all made by the Chelsea Mfg. Co of Montreal, a Canadian trademark established in 1948 and abandoned in 1994. This one doesnt have a tag,
