The flammescit uterque was used symbolically in heraldry since at least the 15th Century as a reminder that no man in authority or wealth is spared when the consequences of corruption and wickedness overwhelm themselves and their community. A sort of "stay true or be destroyed" emblem. It's always paired with the Book of the Prophet Isaiah's 1: 31:
